MOST OF WHAT CANDIDATES TALK ABOUT DOING, THEY CANNOT DO

The elected President can serve as a guide, a leader, a person who stands for and negotiates ideals. A Bully pulpit. A foreign policy captain. A person who can lead the Cabinet to make changes in Agency performance. B U T .....The President of the United States does NOT have the power or authority to (a) make sweeping changes to the IRS Tax Code, (b) make changes to the ACA, implement Medicare expansion, or Universal health care, (c) create a system of free public colleges / universities (d) regulate banking or "Wall Street" - or (e) implement sweeping changes in immigration law, policy or enforcement. Carly Fiorina, Bernie Sanders, Donald Trump -- matters not. It simply is not in the presidential authority toolbox. CONGRESS initiates legislation, generally. All of these type changes would take years and years, in a cooperative Congress. The president has some narrow authority, administratively, but nothing like is being suggested in the campaign.
