If it were 1900, and telephones were becoming widespread as a way to conduct business, government and personal conversations, about all topics, from important national security, to what Jenny was wearing Saturday.... IF it were that time, RIGHT NOW-- how would the telephone have developed as a tool for people, business and government?

I mean, how would it have developed if the government had stepped in, in 1900, and started recording EVERY SINGLE TELEPHONE CONVERSATION FROM EVERYONE, OR TO ANY SOURCE, and kept the recordings forever?
